About the Hale-Wilkinson-Carter Home

We are located on Main Street in the town of Hillsville, VA. The original house was built in 1845 by Fielden Lewis Hale as a three story, 13 room home for his family.




In 1864, Captain Hale sold his house to James Wilkinson for ten thousand Confederate dollars, while still serving in the Confederate Army.




James Wilkinson had a daughter, Mayetta Wilkinson, who inherited the house upon her father's death. By this time, she was married to George L. Carter - thus the house became known as the George L. Carter Home.




In 1958, after the death of Mayetta Carter, the house was bought by the Carroll County Board of Supervisors, who named it the Carter Building and converted it to the greatly needed Carroll County Governmental offices. It served the people for the next 40 years, until the new Governmental Complex was built and completed in 1999-2000.




The house has a rich and honorable past that could be written into a Carroll County provincial story or a historic drama covering four distinct eras and three different families: the Civil War, the Gay Nineties, World War I and World War II, all while being occupied by the Hales, Wilkinsons and Carters.




Several hearings were held to determine what to do with the "big old house." Then, Evelyn Hawks Botschen did some research and determined that no one seemed ready to try to "save the house." So on February 14th, 2001 she appeared before the County Board of Supervisors and asked permission to try to get financial help for saving the building, and asked for a three year period for the project to be developed and approved by the IRS.




The "mission statement" declares the purpose of the 501(c)3 to be restoration and preservation of the Carter Home for use by the people. Within a year interested persons had met regularly, chosen a board of directors, torn out the many office partitions and on April 2, 2002 had been approved by the Virginia Incorporation Commission as a tax-free foundation. They are now called the Hale-Wilkinson-Carter Home Foundation, Inc., even though most people still call it the Carter Building, but we prefer that it be called "The Carter Home".
